Candidate: Qualified Mapping Assertion Profile (QMAP)
Standing: INTERNAL — COMMONS ADMISSION DECISION PACKAGE. ADMISSION DECISION PENDING. PUBLICATION NOT AUTHORISED.
Decision requested
Choose one:
A — ADMIT AS CODEX COMMONS CANDIDATE SPECIFICATION
Admit QMAP into the controlled Commons corpus as a versioned internal candidate specification for further validation and possible later publication.
B — HOLD FOR FURTHER RESEARCH
Preserve experiment/specification lineage without Commons candidate standing.
C — REDUCE TO EXPLANATORY GUIDANCE
Preserve mapping guidance but do not maintain a formal Commons profile/specification.
Executive recommendation
RECOMMEND A — ADMIT QMAP AS A CODEX COMMONS CANDIDATE SPECIFICATION — INTERNAL / CONTROLLED / NOT PUBLIC.
The semantic problem is general, the profile has survived hostile testing, relation-vocabulary duplication has been removed, and remaining questions are primarily publication/adoption/implementation rather than unresolved semantics.
Candidate purpose
QMAP provides a small cross-domain profile for treating a mapping as a first-class qualified assertion:

Supporting construct — Mapping Set
A Mapping Set is an identifiable collection of Mapping Assertions sharing declared purpose, provenance/release, source/target scheme/version scope or other common qualification.
It allows purpose/provenance inheritance without duplicating metadata.
Mapping Set does not replace atomic assertion identity where individual assertions need citation, conflict, acceptance or supersession.
Core invariants proposed for admission
- Source and target retain independent identity.
- Mapping Assertion is first-class.
- Relation semantics are explicit.
- Mapping purpose is semantically recoverable.
- Provenance is reconstructable.
- Relation ≠ confidence/qualification.
- Mapping existence ≠ mapping acceptance.
- Mapping ≠ equivalence by default.
- Mapping ≠ conformance.
- Mapping ≠ authority.
- Mapping ≠ runtime permission.
- Mapping ≠ transformation.
- Many-to-many semantics require decomposition or explicit grouping.
- Conflicting mappings may coexist.
- Historical/superseded mappings remain reconstructable.
- Derived mappings preserve derivation.
- Version changes do not silently transfer mapping standing.
- Scope may be purpose/jurisdiction/community specific.
- Public availability does not establish acceptance or reuse authority.
- A relation must not be promoted to a stronger relation without an explicit licensed basis.
Relation-vocabulary position
QMAP does not define a universal Commons mapping-relation vocabulary.
Preferred selection order:
- established formal predicate where semantics genuinely apply;
- SKOS mapping relation for concept schemes where appropriate;
- domain-defined predicate;
- explicitly defined local relation only when necessary.
CC-C02 Typed Alignment Relations is therefore not advanced as a standalone Commons vocabulary. It survives only as relation-selection guidance/examples.
Interoperability position
QMAP should reuse:
- SKOS for concept mapping where applicable;
- OWL for formal equivalence/subsumption/identity only where justified;
- PROV-O for provenance/derivation;
- generic metadata/version vocabularies;
- domain relations.
QMAP adds the qualified assertion envelope rather than replacing these.
Relationship to RRAP
RRAP asks:
What role is this representation/evidence item playing?
QMAP asks:
What relationship is being asserted between these source and target resources, for what purpose and on what basis?
They are complementary independent profiles.
A Mapping Assertion can itself carry RRAP roles where useful.
Relationship to Commons Non-Promotion Rule
QMAP is a direct application:
- MAPS_TO does not imply SAME_AS;
- approximate relation does not promote to exact relation;
- public mapping does not imply accepted mapping;
- accepted mapping does not imply conformance;
- conformance does not imply authority/admissibility.
Experiment lineage
Stage 0 — Extraction
CC-EXTRACT-ARQUA-01
CC-C04 extracted as Mapping Qualification Envelope; CC-C02 extracted as typed relation vocabulary.
Stage 1 — Generality / decomposition
CC-EXP-C04-01
10 generality + 10 hostile cases.
Result: STRONG PASS.
Finding: mapping is a proposition/claim; purpose is core.
Stage 2 — Relation-vocabulary reduction
CC-EXP-C04-02
SKOS/OWL/PROV/domain reuse.
Result: PASS WITH STRONG REDUCTION.
Finding: QMAP should not own universal relation predicates; CC-C02 absorbed as guidance.
Stage 3 — Semantic stability
CC-EXP-C04-03
18 hard cases.
Result: PASS.
Findings:
- Mapping Assertion first-class;
- relation ≠ qualification;
- mapping ≠ transformation;
- n:m mappings require atomic/grouped semantics.
Stage 4 — Candidate specification
CC-QMAP-SPEC-01
Non-machine-readable candidate specification + hostile specification review.
Result: PASS.
Stage 5 — Generic prior-art / naming
CC-EXP-QMAP-04
Qualified/reified mappings acknowledged as established practice.
Result: PASS WITH REDUCTION.
Finding: contribution is purpose/provenance/standing-preserving profile; QMAP name retained.
Prior-art / novelty boundary
Do not claim QMAP invents:
- first-class mapping assertions;
- qualified relationships;
- crosswalks;
- provenance-bearing assertions;
- semantic mapping.
Bounded candidate statement:
QMAP packages a tested cross-domain discipline for purpose-bound, provenance-bearing mapping assertions that preserve relation semantics and prevent mappings from being silently promoted into equivalence, conformance, authority or executable transformation.
No novelty/legal claim is made.

IP / publication pre-position
This package is not formal legal/IP clearance.
The candidate has been reduced away from:
- protected EAA/RCA mechanics;
- customer-confidential mappings;
- proprietary vendor semantics;
- copied external framework vocabularies.
External standards are referenced for interoperability, not claimed as Commons-owned semantics.
Formal publication/IP review remains required before external release.

Decision recommendation
RECOMMEND A — ADMIT AS CODEX COMMONS CANDIDATE SPECIFICATION.
Reason:
Further semantic experimentation is now producing diminishing returns. QMAP is sufficiently reduced, interoperable, bounded and tested for controlled candidate standing.
Owner decision
PENDING.
No admission action occurs until explicit owner approval.

Semantic core admitted
A QMAP Mapping Assertion is a first-class assertion relating independently identified Source and Target resources through an explicit relation for a semantically recoverable purpose and reconstructable provenance.
Minimum:
- mapping assertion identity;
- source;
- target;
- relation;
- purpose — direct or explicitly inherited;
- provenance — direct or reconstructably inherited.
Version/lens, scope/applicability and time are included where material.
Invariants retained
- source/target retain independent identity;
- relation semantics remain explicit;
- relation ≠ confidence/qualification;
- mapping existence ≠ acceptance;
- mapping ≠ equivalence by default;
- mapping ≠ conformance;
- mapping ≠ authority;
- mapping ≠ runtime permission;
- mapping ≠ transformation;
- conflicting mappings may coexist;
- history/supersession remains reconstructable;
- derived mappings preserve derivation;
- version change does not silently transfer mapping standing;
- no relation is promoted to a stronger relation without explicit licensed basis.
Relation-vocabulary decision
QMAP does not establish a universal Commons mapping-relation vocabulary.
Reuse SKOS, OWL, PROV-O and applicable domain predicates where their semantics fit.
CC-C02 Typed Alignment Relations remains relation-selection guidance/examples and is not separately admitted.
Supporting Mapping Set
Mapping Set is recognised as a supporting QMAP construct for shared purpose/provenance/release/version scope.
It does not replace atomic Mapping Assertion identity where individual assertions require governance.
Scope of approval
Authorised:
- maintain QMAP as controlled Commons candidate;
- preserve full experiment/specification lineage;
- conduct formal IP/publication review;
- conduct interoperability/comprehension testing;
- prepare later publication decision package;
- later decide whether machine-readable representation is needed.
Explicitly not authorised
- public Codex Commons publication;
- website publication;
- public GPT inclusion;
- external standardisation/certification claims;
- namespace/URI;
- RDF/OWL/JSON-LD/SHACL implementation;
- GitHub implementation;
- customer adoption/conformance claims;
- novelty/patent claims.
Governance receipt
QMAP v0.1 Candidate is admitted to Codex Commons as an internal controlled candidate semantic specification. Publication and implementation remain separately gated.
Decision status: APPROVED / ADMITTED CANDIDATE.
