Codex Resonance investigates the conditions under which coherent meaning may persist across semantic, structural and institutional change.

The Codex Layer provides reusable structures through which coherent meaning may be represented and carried. It does not establish institutional standing or authority.

The enterprise determines what it adopts, maps, specialises, constrains, qualifies, supersedes or rejects. Arqua architectures how institutionally standing meaning participates in qualified understanding, coordinated action and admissible consequence, with admissibility evaluated before consequence binds.

Semantic coherence is not institutional authority. Publication or representation does not itself create permitted reliance or execution rights.
