The original research problem

The original research problem was not how to automate decisions.

It was how meaning becomes coherent institutional understanding.

Institutions encounter reality through observations, records, documents, evidence, interpretations, relationships and memory.

These representations do not automatically become understanding.

They must become coherent enough, evidenced enough, contextual enough and recognised enough for the institution to accept and preserve them.

Why semantic coherence alone is insufficient

Semantic coherence preserves meaning.

It is necessary, but not sufficient.

An institution may preserve consistent meaning and still lack accepted understanding if evidence is weak, context is unclear, authority is unrecognised or human judgement has not been engaged.

Enterprise Intelligence therefore requires more than semantic consistency.

It requires accepted institutional understanding.

Accepted Institutional Understanding describes how represented reality becomes sufficiently coherent, evidence-supported, contextually bounded and authority-recognised to become understanding an institution can accept and preserve.

It is the central research object of the Codex Resonance lineage.

It explains why institutional intelligence cannot be reduced to data, models, knowledge graphs, automation or semantic consistency alone.

Enterprise Coherence

Enterprise Coherence emerged as the governing property of institutional intelligence.

It describes the condition in which institutional understanding remains coherent across representation, meaning, memory, authority, context, action, consequence and learning.

Enterprise Coherence extends the research on semantic coherence and accepted understanding into the broader problem of institutional intelligence.
