Purpose

Reconcile the Codex Commons front door, Publication Policy and published Codex Structural Vocabulary v1.0 against the accepted Commons semantic kernel and the 29 September CR + Health + Personal Codex adequacy pass.

Executive finding

The publication architecture remains valid, but the published Structural Vocabulary predates the now-accepted distinction between representing authority and constituting authority.

The correct response is governed revision, not silent mutation of v1.0.

Front-door review

The Codex Commons front door remains substantially aligned:

  • public availability is explicitly separated from institutional authority;
  • enterprises retain adoption/mapping/specialisation/rejection authority;
  • research visibility is not treated as Commons publication;
  • the Non-Promotion Rule is already recorded.

Clarification needed

The opening description says Commons publishes machine-consumable semantic artefacts. This should be read as a capability/publication form, not evidence that the accepted semantic kernel has an authorised machine-readable implementation.

The current HLA still states:

GITHUB / MACHINE-READABLE IMPLEMENTATION: HOLD.

Therefore:

The Commons publication surface may support machine-readable artefacts where separately authorised; the current semantic-kernel architecture is not thereby authorised for RDF/OWL/JSON-LD/SHACL, API, MCP or GitHub implementation.

Publication Policy review

The Publication Policy is structurally consistent with the refined HLA:

  • visibility ≠ canonical standing;
  • publication ≠ enterprise authority;
  • version/scope/status are explicit;
  • revision must preserve provenance;
  • silent replacement is prohibited.

Earned policy clarification

Publication, revision, supersession or withdrawal changes Commons publication standing only. It does not silently alter the evidential, institutional, legal, clinical, cultural or operational standing of the underlying subject or claim.

Finding A — Authority definition requires revision

Current v1.0 definition:

Authority is the recognised standing to define, publish, interpret or maintain a concept, representation or artefact.

This is acceptable for Commons publication/stewardship authority but is too broad if read as a universal definition of authority.

The 29 September HLA clarification now requires:

  • authority may be represented without being constituted by Commons;
  • external authority remains proposition-, scope-, jurisdiction- and institution-relative;
  • publication/stewardship authority must not be generalised into legal, clinical, cultural, operational or enterprise authority.

Finding B — Canonical Artefact wording requires narrowing

Current v1.0 wording describes a canonical artefact as authoritative for its stated scope, version and publication status.

Preferred future wording:

A canonical artefact is a published artefact that holds canonical Commons standing for its identified semantic content, scope, version and publication status. Canonical Commons standing does not itself establish external institutional, legal, regulatory, clinical, cultural or operational authority.

Finding C — Interpretation can remain

The existing interpretation concept remains usable provided it is treated as:

  • an act/result of deriving meaning in context;
  • attributable to representation/context/basis;
  • not automatically fact, cause, authority or permission.

No new Interpretation object/profile is required.

Finding D — Trust wording should remain bounded

The existing Trust definition is broadly compatible because it already says warranted reliance within a declared context. A future revision should avoid implying that provenance or Commons publication alone warrants reliance for every purpose.

Finding E — Revision/Continuity sections are strongly aligned

The v1.0 version, revision, supersession and continuity concepts already support the Governed Revision invariant.

Disposition

  1. Do not edit Codex Structural Vocabulary v1.0 in place.
  2. Preserve v1.0 exactly as the published historical artefact.
  3. Prepare Codex Structural Vocabulary v1.1 — Revision Candidate.
  4. Limit v1.1 initially to semantic boundary corrections earned by accepted architecture.
  5. Do not add the four internal HLA invariants as public canonical concepts automatically.
  6. Each candidate change must pass Publication Policy review before v1.1 can receive public standing.
  7. No machine-readable implementation authority follows.

Decision

CC-PUB-RECON-01 — COMPLETE.

The public architecture does not require a new publication model. The required action is controlled evolution of the already-published structural vocabulary, preserving v1.0 and preparing v1.1 as a non-public revision candidate.
