CC-PUB-GATE-01 โ€” Structural Vocabulary v1.1 Publication Gate Test v0.1

Test ID: CC-PUB-GATE-01

Version: 0.1

Date: 29 September 2026

Standing: INTERNAL โ€” EXECUTED PUBLICATION-GATE TEST. No publication authorised.

Target: ๐Ÿ“šCodex Structural Vocabulary v1.1 โ€” Revision Candidate

Purpose

Test the v1.1 revision candidate against independent non-health/non-Arqua fixtures, established external semantic standards, the Commons Non-Promotion principle, and publication-boundary requirements.

Gate A โ€” Independent-domain hostile fixtures

A1 โ€” Software/API specification

Published Reference โ‰  Accepted Design โ‰  Implemented โ‰  Observed.

Result: PASS.

A2 โ€” Scientific research publication

Publication โ‰  universal correctness. Association โ‰  cause. Population evidence โ‰  individual sufficiency.

Result: PASS.

A3 โ€” Regulatory/legal guidance

Representation of regulatory authority โ‰  creation of regulatory authority. Publication in Commons โ‰  legal effect. Mapping โ‰  adoption.

Result: PASS.

A4 โ€” Cultural/custodial vocabulary

Representation / mapping โ‰  custodial authority.

Result: PASS.

A5 โ€” Vendor capability statement

Source assertion โ‰  implementation โ‰  observed behaviour โ‰  conformance.

Result: PASS.

Gate B โ€” External semantic-standard collision/reuse review

B1 โ€” W3C PROV-O

Official source: PROV-O: The PROV Ontology

PROV-O already provides standard provenance concepts including Entity, Activity, Agent, attribution, association, derivation, revision and qualified relations.

Result: PASS WITH REUSE REQUIREMENT.

Commons should reuse PROV-O where machine-readable provenance is later authorised rather than implement competing provenance machinery.

B2 โ€” W3C SKOS

Official source: SKOS Reference

SKOS provides mapping relations including closeMatch and exactMatch with defined semantics.

Result: PASS WITH QUALIFICATION REQUIREMENT.

QMAP/Commons should reuse SKOS mapping predicates where their semantics fit and preserve purpose, basis, scope, evidence and standing around those mappings.

B3 โ€” OWL 2

Official source: OWL 2 Overview

OWL sameness and class/property equivalence have formal entailment consequences distinct from purpose-qualified semantic mapping.

Result: PASS WITH NEW v1.1 CLARIFICATION REQUIRED.

Codex equivalence is qualified equivalence for a declared purpose/scope unless a stronger external equivalence relation is explicitly asserted under that relation's own semantics.

Therefore qualified semantic equivalence โ‰  formal identity.

B4 โ€” SHACL

Official sources: SHACL and SHACL 1.2 Core

SHACL defines graph constraints and validation. Future machine-readable implementation should bind to an explicit SHACL version.

Result: PASS WITH VERSION BOUNDARY.

SHACL validation/conformance result โ‰  institutional acceptance, authority or runtime admissibility.

Gate C โ€” Non-Promotion consistency

  • canonical Commons standing โ†’ external authority: BLOCKED;
  • mapping โ†’ identity: BLOCKED;
  • qualified equivalence โ†’ OWL identity: BLOCKED;
  • evidence sufficient for P1 โ†’ sufficient for P2: BLOCKED;
  • interpretation โ†’ fact/cause: BLOCKED;
  • new version โ†’ rewritten history: BLOCKED;
  • validation/conformance โ†’ enterprise acceptance: BLOCKED.

Result: STRONG PASS.

Overall result

PASS WITH ONE REQUIRED AMENDMENT.

After the Equivalence clarification is incorporated, the semantic-content gate may close as PUBLICATION-READY CANDIDATE โ€” OWNER DECISION STILL REQUIRED.

This does not publish v1.1, supersede v1.0, or authorise RDF/OWL/JSON-LD/SHACL, GitHub, API or MCP implementation.

Decision

CC-PUB-GATE-01 โ€” PASS WITH REQUIRED EQUIVALENCE AMENDMENT.
