Standing: INTERNAL — PUBLICATION PREPARATION WAVE. NO PUBLIC RELEASE AUTHORISED.

Purpose

Prepare the three admitted Commons semantic profiles for possible public publication without changing their current internal standing.

Profiles in scope:

1. Representation Role Assignment Profile (RRAP)
2. Qualified Mapping Assertion Profile (QMAP)
3. Assessment Assertion Profile

Governing rule

Admitted candidate ≠ publication-ready candidate ≠ published artefact.

Each profile must pass a separate publication-preparation and owner-decision sequence.

Common publication-preparation requirements

For each profile:

• produce a clean public-safe normative rendition;
• remove internal admission/test commentary;
• preserve exact version and provenance;
• retain explicit non-promotion boundaries;
• confirm external-standard reuse posture;
• define artefact-specific public usage terms;
• define human-readable representation;
• decide whether machine-readable representation is required;
• create publication gate evidence;
• create owner publication decision pack;
• only after approval create/update Commons Register entry;
• keep GitHub/API/MCP/schema implementation separately gated.

RRAP publication-preparation focus

Public core:

• REFERENCE
• DESIGNED
• IMPLEMENTED
• OBSERVED
• role is contextual, not intrinsic;
• role ≠ acceptance;
• role ≠ conformance;
• role ≠ truth;
• roles are not a mandatory lifecycle.

Public-safe external reuse:

• PROV-O for provenance;
• SOSA/SSN for observations where applicable;
• SHACL/domain semantics remain external.

Do not publish:

• internal hostile-test lineage;
• stale pending-decision wording;
• internal risk tables;
• experimental naming history except concise provenance note.

QMAP publication-preparation focus

Public core:

• mapping assertion is first-class;
• source and target retain identity;
• mapping purpose is explicit;
• provenance is reconstructable;
• relation ≠ qualification;
• mapping ≠ equivalence;
• mapping ≠ conformance;
• mapping ≠ authority;
• mapping ≠ runtime permission.

External reuse:

• SKOS where mapping semantics fit;
• OWL identity/equivalence only when formally intended;
• PROV-O for provenance.

Do not publish:

• internal experiment/test packs;
• relation-vocabulary dead ends;
• internal risk markup;
• admission-decision commentary.

Assessment Assertion publication-preparation focus

Public core:

• assessment is basis-relative;
• assessment is subject/aspect-relative;
• evidence ≠ assessment outcome;
• assessment ≠ acceptance;
• assessment ≠ certification;
• assessment ≠ authority;
• conformance ≠ runtime admissibility;
• historical findings remain reconstructable.

External reuse:

• SHACL where applicable;
• PROV-O for provenance;
• domain audit/test/certification vocabularies for domain outcomes.

Do not publish:

• internal candidate-testing history;
• customer-specific assessment data;
• universal outcome semantics;
• certification claims.

Shared public rights posture

Candidate default for later owner review:

• public reading;
• reference and citation with attribution;
• no unrestricted redistribution/commercialisation/derivative-product rights;
• no branding/alignment claims;
• no certification/conformance claims;
• no implementation rights unless separately granted.

Publication order recommendation

1. RRAP
2. QMAP
3. Assessment Assertion

Reason:

RRAP is simplest conceptually and establishes the representation-role discipline.

QMAP builds on preserved source/target identity.

Assessment Assertion then expresses basis-bound findings without collapsing them into acceptance/authority.

Structural Vocabulary dependency

All three public renditions should reference the current published Structural Vocabulary version once the v1.1 register/delivery transaction is successfully completed.

Until then, they remain internal publication-preparation candidates.

PUBLICATION PREPARATION WAVE OPEN.
